National Livestock Mission: Establishment of Entrepreneurship for Breed Development of Rural Poultry
About National Livestock Mission: Establishment of Entrepreneurship for Breed Development of Rural Poultry
Falling under the Sub-Mission on Breed Development of Livestock and Poultry within the National Livestock Mission (NLM), “Establishment of Entrepreneurship for Breed Development of Rural Poultry” was introduced by the Department of Animal Husbandry and Dairying under the Ministry of Fisheries, Animal Husbandry and Dairying, Government of India. Individuals, Self Help Groups (SHGs), Farmers Producer Organizations (FPOs), Farmers Cooperatives (FCOs), Joint Liability Groups (JLGs), and Section 8 companies are invited to build entrepreneurship by setting up a Parent Farm, Rural Hatchery, or a brooder-cum-mother unit for producing hatching eggs and chicks, and rearing those chicks up to four weeks in the mother unit. Entrepreneurs able to build forward and backward linkages (Hub and Spoke) get priority. The State Implementing Agency and the Department of Animal Husbandry and Dairying, Government of India, jointly run the scheme. Objectives:
- Bringing unorganized rural poultry farming into the organized sector.
- Promoting entrepreneurship in rural poultry farming sustainably.
- Establishing forward and backward linkages.
- Popularizing non-conventional, low-cost feeding alternatives.

A one-time 50% capital subsidy of the total project cost is available, capped at ₹25 lakhs for each unit.
Note 1:
The Central Government funds 50% of the project cost as capital subsidy for setting up a Parent Farm, Rural Hatchery, and Mother Unit with a minimum of 1000 parent layers. Note 2: This capital subsidy comes in two equal instalments. SIDBI releases the first instalment upfront to the scheduled bank or financial institution (such as NCDC) for crediting to the Entrepreneur's/Eligible Entity's account, once that lender releases the first loan instalment to the beneficiary and the State Implementing Agency confirms it. Note 3: The second instalment becomes payable by SIDBI once the project is complete and the State Implementing Agency certifies this. Note 4: For self-financed projects, the bank holding the entrepreneur's/eligible entity's account must appraise the project. SIDBI then releases the first 50% subsidy instalment to that lending bank, but only after the beneficiary has spent 25% of the project's infrastructure cost, verified by the State Implementing Agency. Note 5: SIDBI releases the remaining 50% subsidy once the project is complete and verified by the State Implementing Agency. Note 6: Entrepreneurs/Eligible Entities opting for the self-financing route must furnish a three-year Bank Guarantee, from a scheduled bank, covering the project cost left over after the subsidy amount sought -- issued in the name of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying. Note 7: Entrepreneurs/Eligible Entities must arrange the remaining amount via bank loan, financial institution, or self-financing.

Screening of application by State Implementing Agency (SIA)
The SIA reviews the submitted application and, where suitable, recommends it to scheduled banks or financial institutions (such as National Cooperative Development Corporation (NCDC)) so the entrepreneur/eligible entity can access the remaining project financing.
Loan sanction by Lender
Once SIA recommends the project, the bank or financial institution takes it up for financing, pulling the application and its documents from the portal, running its own due-diligence review, and approving the loan before uploading the sanction letter to the portal.
Recommendation from State Level Executive Committee (SLEC)
After the bank/financial institution sanctions the project, the SIA places it before the SLEC, which recommends it onward to the Central Government (Department of Animal Husbandry & Dairying).
Approval of subsidy by DAHD
DAHD approves the subsidy and records this approval on the portal.
Disbursement and release of subsidy
Once the sanction letter's terms are met, the lender disburses the loan to the beneficiary, while the subsidy amount for approved projects is routed through the Small Industries Development Bank of India (SIDBI) to the relevant lending bank/financial institution for release to beneficiaries. Track Application Status You can check your application status from the " TRACK STATUS " tab available in the upper right corner of the portal Help and Support If you encounter any issues or have questions, visit the " Contact Us " page.
