Establishment of Entrepreneur for Breed Development in Small Ruminant Sector (Sheep and Goat Farming)
About Establishment of Entrepreneur for Breed Development in Small Ruminant Sector (Sheep and Goat Farming)
Launched in FY 2014-15, the “National Livestock Mission” scheme, run by the Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry and Dairying, targets employment generation, entrepreneurship development, and higher per-animal productivity, aiming to raise output of meat, goat milk, egg, and wool. Surplus production, once domestic demand is met, is expected to boost export earnings. The NLM Scheme’s underlying idea is to develop entrepreneurs who can build forward and backward linkages for produce from the unorganized sector and connect it to the organized sector.
“Establishment of Entrepreneur for Breed Development in Small Ruminant Sector (Sheep and Goat Farming)” is a component of the “Sub-mission on Breed Development of Livestock and Poultry” under the National Livestock Mission. Its objectives are:
- Developing entrepreneurs in the small ruminant sector.
- Building a sustainable sheep-goat business model.
- Incentivizing individual entrepreneurs, FPOs, FCOs, SHGs, JLGs, and Section 8 companies to develop an integrated rural sheep-goat production system.
- Shifting the small ruminant sector from the unorganised to the organised sector by promoting entrepreneurship and investment, and building forward and backward linkages.
- Spreading awareness of scientific rearing practices, nutrition, disease prevention, and similar topics.
- Promoting the stall-feeding model of sheep and goat rearing.
Entrepreneurs/eligible entities can set up a sheep and goat breeding unit with a minimum of 500 females and 25 males. The unit must use high-genetic-variety animals producing goat milk, meat, and fine-quality wool. The breed of sheep and goat can be chosen from the list provided in the guidelines, or in consultation with the State Government.

Screening of application by State Implementing Agency (SIA)
The SIA scrutinizes the submitted application and recommends the entrepreneur's/eligible entity's application for balance financing for the project through scheduled banks or financial institutions such as the National Cooperative Development Corporation (NCDC), etc.
Loan sanction by Lender
After the SIA's recommendation, the bank or financial institution considers the project for financing. The lender picks up the application and all documents from the portal, examines the project/documents submitted, completes its internal due-diligence process, and approves the loan. The lender then uploads the sanction letter to the portal.
Recommendation from State Level Executive Committee (SLEC)
Once the bank or financial institution sanctions the project, the SIA places it before the SLEC to recommend the application to the Central Government (Department of Animal Husbandry & Dairying).
Approval of subsidy by DAHD
DAHD approves the subsidy and marks the approval on the portal.
Disbursement and release of subsidy
Once the terms and conditions in the sanction letter are met, the lender disburses the loan amount to the beneficiary. The subsidy amount for approved projects is funded through the Small Industries Development Bank of India (SIDBI) to the lending bank or financial institution, as applicable, to release the subsidy to beneficiaries.
