About Pradhan Mantri Kaushal Vikas Yojana 4.0- Special Projects

Launched in 2015 and now in its 4.0 phase running from Financial Year 2022 to Financial Year 2026, Pradhan Mantri Kaushal Vikas Yojana 4.0 – Special Projects — run by the Ministry of Skill Development and Entrepreneurship, Government of India — is built to meet the skilling needs of marginalised and vulnerable groups, difficult geographies, and specialised courses that fall outside regular short-term skilling programmes, while also being able to target new-age job roles built around future skills. Project-based short-term skilling initiatives under the scheme — residential or non-residential, and sometimes granted exemptions with Executive Committee approval — reach marginalised and vulnerable groups as well as candidates in difficult geographies needing special attention. The National Skill Development Corporation (NSDC) implements the scheme in support of MSDE, working on the ground through Special Projects Implementing Agencies (SPIAs). > Objectives of Pradhan Mantri Kaushal Vikas Yojana 4.0

Application Process

Stage 1: Registration takes place first on the Skill India Digital (SID) platform or its dedicated mobile application, followed by profile verification via mobile-based OTP/eKYC and a de-duplication check.

Stage 2: A PIA/trainer counsels the applicant on topics including an overview of MSDE, the Skill India programme, and RPL processes; eligibility for RPL certification; the benefits on offer and how to claim them; possible career progression, both vertical and horizontal; and employment opportunities. An Induction Video on RPL is also shown at this stage.

Stage 3: The Skill India Digital database is checked for duplication so the applicant isn't enrolled again in a job role they were previously trained in.

Stage 4: The applicant's profile is then completed, drawing on existing details from portals such as e-Shram and National Career Services (NCS).

Stage 5: Skill India Digital provides online counselling to help the applicant choose a suitable course and Training Centre.

Stage 6: The applicant picks the nearest Training Centre based on availability of the preferred job role and the quality of its training infrastructure (rating, centre profile), or is assigned one automatically through logic-based mapping.

Stage 7: After selection and enrolment, the applicant undergoes training followed by On-the-Job Training (OJT) in the applicable job role.

Stage 8: Once OJT is complete, the applicant sits for assessment by an NCVET-approved Awarding Body/Assessment Agency, which requires more than 70% biometric attendance to qualify.

Stage 9: On successfully completing the process, the applicant receives a Quick Response (QR) code-based digital certificate through DigiLocker, an email/phone download link, and the Skill India Digital profile page, along with one free printed certificate from the Training Provider.

Ensure all required documents are ready before starting the application process.

Exclusions / Who Is Not Eligible

1. The applicant should not be enrolled again in the same job role in which he/she was trained earlier.
1. The applicant, if already certified once under PMKVY, will be discouraged from opting for a lower National Skills Qualification Framework (NSQF) level course in the same sector; however, a higher job role in the same sector is permitted.
