All OBC, EBC, and DNT students enrolled in Top Class Schools identified per the scheme’s modalities, and belonging to households with an annual income under ₹2.5 lakhs, are eligible. Slots for each State are allotted based on available OBC population data, and scholarships are sanctioned by merit through the online portal. > Implementing Agency:

As a central sector component of this Centrally Sponsored scheme, it is implemented by the Ministry of Social Justice and Empowerment with support from the State Governments and the National Scholarship Portal. > Modalities:

The scheme operates as follows:

  • A selection committee, chaired by the Joint Secretary (BC) and including representatives from the Department of School Education and NITI Aayog, picks top-performing schools that consistently record 100% pass rates in Classes 10 and 12; these are designated ‘Top Class Schools (TCSs)’ for the scheme.
  • TCSs may be public (Central/State/Local Body), aided, or private schools.
  • Each State’s and class’s slot allocation under the scheme is announced every April.
  • At least 30% of the scholarships are reserved for girls.
