Meghalaya Agriculture Response Vehicle Scheme
About Meghalaya Agriculture Response Vehicle Scheme
The Department of Agriculture & Farmers’ Welfare, Government of Meghalaya, launched the “Meghalaya Agriculture Response Vehicle Scheme”. Its purpose is to employ, engage, and empower young people and rural communities by encouraging entrepreneurship in agricultural logistics and filling major gaps in connecting farms to markets. Several partner banks are onboarded to make credit easy to obtain, and the government adds strong support through an upfront capital subsidy and EMI co-payment. By helping entrepreneurs buy small commercial vehicles, pickups, trucks, and refrigerated carriers, the scheme aims to make transport more efficient, cut post-harvest losses and widen market access for farmers, particularly in remote areas. The department ties the scheme to 1917iTeams, which generates transport demand, tracks vehicles by GPS and provides training and capacity building, so that beneficiaries can run profitably while the agricultural value chain in Meghalaya grows stronger. > Objectives of the scheme
Economic growth of the state: As 77% of the population in rural areas depends on agriculture and allied sectors, the PRIME ARVS is meant to speed up and sustain the state’s economic development by building entrepreneurship and creating jobs in rural communities. Encourage entrepreneurship among rural youth: Easy credit and a financial grant for buying commercial vehicles are offered to rural youth to spur entrepreneurship. Entrepreneurs can earn from these vehicles by transporting goods for local farmers, traders, and buyers. Logistics solution to farm produce: The vehicles give farmers a way to move their produce to markets, processing facilities or aggregation centres, and can also bring farming inputs from the market so that agricultural work happens on time and succeeds. Lower transportation cost: Adding more commercial goods carriers could bring down logistics costs for marginal farmers by increasing competition among transport providers. Farmer groups receiving vehicles under the scheme will be able to cut the cost of transporting their own grown/ aggregated produce considerably. Market accessibility to farmers from remote area: Most vehicles are earmarked for entrepreneurs living in remote areas, so that farmers in neighbouring villages and clusters benefit. Such farmers can quickly hire these services to sell their produce and bring back essentials from the markets. Increase farmer’s profitability: Moving produce out on time can raise farmers’ profits substantially: it limits spoilage of perishables, avoids extra storage costs such as refrigeration and storage facilities, opens up markets, keeps cash flowing through faster sales and, finally, improves customer satisfaction by building trust and lasting relationships with buyers. Financial grant and easy credit to the entrepreneurs to buy goods carriers A total of 300 Prime Agriculture Response Vehicles (Prime-ARVs) will be given out across Meghalaya, with 50% financial aid on the full vehicle cost, including the interest the bank charges for financing it. Demand creation through 1917iTeams The vehicles will be registered with 1917iTeams, which will pass on transport requests from customers to vehicle owners. Each vehicle will come fitted with a GPS device so that 1917iTeams can track it, and its live location will help link farmers/ aggregators/ buyers at once to the closest available vehicle.
