How to Apply
Online Application
Applicants can apply for Grants Provisioned under Uttarakhand Tourism Policy, 2023 through the online application process outlined below.
Application Process
The first step is to seek In-Principle Approval through the Single Window System at
https://investuttarakhand.uk.gov.in
, entering investor details, project information, land details and the scheme being claimed. All required documents should be ready before investing; the list is also available on the Single Window System.
For MSME proposals of ₹50 crore or less, the General Manager, Industries Department, sends the proposal to the District Industries Centre, which assesses it and passes it to the relevant line departments for in-principle approval and comments. These departments then record their initial approval or objection online with the Industries Department, giving reasons.
Non-MSME proposals (investment above ₹50 crore or as amended from time to time) go through the Single Window Portal to the Nodal Officer at the Directorate of Industries, who sends them to the state-level line departments for in-principle concurrence or dissent. Those departments submit their initial concurrence or dissent online to the Department of Industries, with reasons.
Under the Uttarakhand Enterprise Single Window Facilitation and Licensing Act, 2012, the District Level Empowered Committee (DLEC) formed at district level grants in-principle approval for MSME projects (investment up to ₹50 crore or as amended from time to time).
Under the same Uttarakhand Enterprise Single Window Facilitation and Licensing Act, 2012, in-principle approval for non-MSME investment is granted by the State Level Empowered Committee (SLEC) chaired by the Chief Secretary.
With in-principle approval in hand, the investor seeks departmental clearances such as land use change, fire safety, environmental clearance, electricity connection, drinking water supply and building plan approval via the Single Window Portal or the relevant department's services, and starts construction once these pre-construction clearances/approvals are obtained.
When the project is complete, the investor applies to departments such as the Environment Department, Development Authority, Travel Trade Registration and the Tourism Department (for the Occupancy Certificate) for the clearances, approvals and registrations needed before operations can start (Consent to Operate).
Once all No Objection Certificates (NOCs), registrations and certificates are received, the unit can begin commercial operation.
Grants under the Tourism Policy can only be claimed after commercial operations begin, following the prescribed rules. An eligible tourism unit may apply within 150 days after the end of the relevant financial year through the Single Window Portal, attaching the documents required under the rules, and must file the online grant application using the CAF ID allotted earlier.
On receiving the online grant application, the Tourism Department sends it to the District Level Tourism Committee (DLTC), chaired by the Chief Development Officer (CDO) of the district, for certificate verification and an on-site inspection.
The DLTC inspects the site, checks the documents and uploads its joint inspection report to the Tourism Department. After reviewing the report and supporting documents, the proposal is placed before the Integrated Tourism Committee (ITC), chaired by the Chief Executive Officer (CEO) at the Tourism Headquarters.
The ITC scrutinises the proposal and sends it, with its recommendations/comments, to the State Level Empowered Committee (SLEC) chaired by the Chief Secretary, which grants financial approval. Following the SLEC's final financial approval, the Uttarakhand Tourism Development Council (UTDC) transfers the approved grant online to the investor/applicant's bank account.
Note - Every grant is governed by the rules and provisions of the Tourism Policy and Operational Guidelines, as amended from time to time.
