Consortia & Tender Marketing Scheme
About Consortia & Tender Marketing Scheme
Run by the National Small Industries Corporation (NSIC) under the Ministry of Micro, Small and Medium Enterprises, the Consortia and Tender Marketing Scheme helps Micro and Small Enterprises (MSEs) get better access to government and public-sector tenders. Eligible units can bid on their own or team up in a consortium with similar manufacturers, but only MSEs already registered under NSIC’s Single Point Registration Scheme (SPRS) qualify — pure trading units with no value addition are left out. Coverage extends to open tenders, limited tenders, and nomination-based tenders alike.
To help members land bulk orders, NSIC brings together consortia of manufacturers making similar products and then splits the resulting orders according to each member’s production capacity. The scheme also backs enterprises with Earnest Money Deposit (EMD) and security deposit support on a back-to-back basis, and it eases their access to credit and raw material.
How much an enterprise can bid for is capped at whichever is higher — 300% of its SPRS monetary limit or its turnover from the previous year — with room for the cap to grow, and this ceiling gets reviewed every year. The whole scheme ties into the Public Procurement Policy for MSEs, furthering their presence in government buying, subcontracting included.

Service Charges (Online/Offline) for Open Tender/Limited Enquiries/Nomination Basis/Repeated Orders etc.:
The service charges for the tender types above are set as a percentage of bill value before GST, regardless of category:
Individual applicants: 2.5%. Consortia: 2%.
Note:
Micro units get a 0.5% reduction on the service charges listed above.
If NSIC arranges the EMD and/or security deposit, an extra 1% service charge applies, excluding GST. These charges are deducted from the payment received from the buying department, and the balance is released to the MSE/Consortia.
Where NSIC has to join a pre-dispatch inspection team alongside the buyer department or another agency, a higher service charge may be levied case by case.
Validity of Consortia Agreement:
The agreement between the Corporation and a Consortium stays valid until all members formally wind it up and inform the relevant branch that they no longer wish to continue as consortium members. A fresh agreement becomes necessary if new members join, existing members leave, or a member's constitution changes; to verify whether such a change has occurred, consortia members must submit a declaration confirming the consortium remains active and unchanged.
