About Gaura Shakti Yojana
The Police Department under the Department of Home, Government of Uttarakhand runs the “Gaura Shakti Yojana” to stop crimes against women and girls and to make sure incidents are dealt with quickly. A three-tier support system has been set up across the state: Mahila Desks at police stations, the Women Safety Helpline and Women Counselling Cells in each district, and the State Women Safety Helpline at the state level. The scheme works to strengthen this three-tier structure, make its working more transparent, raise awareness among women and girls about their rights, and train them in self-defence. Police officers’ duties have also been clearly set out at each level so that the scheme is carried out effectively.

To make every police station in the state friendlier for women, each one has at least one Woman Sub-Inspector and four Women Constables posted.
Uttarakhand Police makes sure compensation is paid according to the rules of the Crime Victim Assistance Scheme, 2013. For women victims, the Uttarakhand Sexual Crime and Other Crimes Victim/Survivor Women Compensation Scheme, 2020 is also in force. Officials have been told to help victims claim compensation under both schemes and to work with other departments where necessary.
Given how sensitive such cases are, only Women Officers investigate sexual crimes against women. Headquarters has issued every woman investigator a booklet with detailed SOPs and instructions to maintain investigation quality, and Sexual Assault Evidence Collection (SAEC) Kits are supplied to districts as required for scientific collection of evidence.
POCSO and rape cases are being disposed of within the set timelines. The ITSSO Portal places Uttarakhand third in the country for disposing of such cases within two months.
In line with the Juvenile Justice Act, 2015, every district has a Special Juvenile Police Unit (SJPU) headed by the Senior Superintendent of Police. Each police station also has a Child Welfare Police Officer (CWPO), and every district has child-friendly police stations.
