Odisha
Quick Summary: Biju Pucca Ghar Yojana is an Odisha State plan scheme launched in 2014 to replace rural Kutcha houses with durable Pucca homes. It offers completion incentives and a unit cost of ₹ 1,20,000/- (non-IAP) or ₹ 1,30,000/- (IAP) under its Special component, paid in instalments through PFMS.

About Biju Pucca Ghar Yojana

The Government of Odisha has pledged to give pucca houses to every rural household currently living in Kutcha houses. With this goal, the State Government introduced “Biju Pucca Ghar Yojana (BPGY)” in 2014, aiming to make the scheme more transparent and implementable. Objective The scheme seeks to replace all Kutcha houses in the rural areas of the state with Pucca houses using a mission-mode approach. A Pucca house is one that can endure normal wear & tear arising from use and natural forces, including climatic conditions.

A “Pucca” house is one with the following characteristics:

1. Material: The foundation, wall and roof must all be built from permanent material.

2. Wall material: Such as fly ash bricks, burnt bricks, stones (packed with lime or cement), cement concrete, etc.

3. Roof Material: Such as tiles, GCI (Galvanized Corrugated Iron) sheets, asbestos cement sheets, RBC (Reinforced Brick Concrete) and RCC (Reinforced Cement Concrete) etc.

4. Lifetime: The structure should have an expected life of at least 30 years

5. This definition applies only for verifying households that already have Pucca houses. Houses built under this scheme must be of RCC or another material of equivalent strength approved by the PR & DW Department.

Key Features:

1. Biju Pucca Ghar Yojana is a State plan scheme meant to give Pucca houses to eligible rural households living in Kutcha houses. 1. Houses under Biju Pucca Ghar Yojana are preferably sanctioned in the name of the woman head of the household. 1. Contractors are not allowed to take part in building houses under the Biju Pucca Ghar Yojana. 1. Funds are transferred to the beneficiary’s account from the State-level Bank account through the Public Financial Management System (PFMS); no other mode of payment to beneficiaries is used under the scheme. 1. Each house must have a minimum carpet area of 25 square meters, which includes a hygienic cooking space but not a toilet. The roof must be of RCC or another material of equivalent strength approved by the Panchayati Raj & Drinking Water Department. Innovation in housing typologies, design, building materials and construction is to be encouraged.

The Biju Pucca Ghar Yojana has two components –

1. Biju Pucca Ghar Yojana(Normal): Offers incentives to beneficiaries, officials & CBOs/NGOs engaged in implementing Biju Pucca Ghar Yojana, Pradhan Mantri Awaas Yojana (Gramin) or any other State-funded Rural Housing Scheme, for completing houses early.1. Biju Pucca Ghar Yojana (Special): Covers rehabilitation/ relocation of households whose homes were fully/severely damaged by natural/ manmade calamities such as fire, flood, cyclone, earthquake, elephant menace, communal violence, LWE violence, major law and order problems etc.

Timeline: A house under Biju Pucca Ghar Yojana should normally be finished within 12 months of the 1% instalment being credited to her/his account. Beneficiaries planning a larger house should be told to first finish the core house with a carpet area of at least 25 square meters and then take up an extension later.
