About Pradhan Mantri Garib Kalyan Anna Yojana
Announced on 26 March 2020 during the COVID-19 pandemic, Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) is run by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution, and works to secure food access for India’s poor and vulnerable by giving them foodgrains free of charge. Free rice or wheat, depending on the state, goes to eligible ration card holders under the National Food Security Act, 2013 — that is, Antyodaya Anna Yojana (AAY) households and Priority Households (PHH). From 1 January 2023, the scheme merged into the wider food security framework, and grains that had earlier cost ₹1, ₹2, and ₹3 per kilogram for coarse cereals, wheat, and rice respectively are now given away free. The Union Cabinet has extended the scheme for five more years starting 1 January 2024, running through to 31 December 2028, at a total outlay of ₹11.80 lakh crore (₹11,80,000 crore). State governments and UT administrations carry it out through the Targeted Public Distribution System (TPDS), with the Government of India handling foodgrain allocation.
