Netaji Subhas – ICAR International Fellowship
About Netaji Subhas – ICAR International Fellowship
ICAR, under the Ministry of Agriculture and Farmers Welfare, runs the “Netaji Subhas-ICAR International Fellowship (NS-ICARIF)” to strengthen higher agricultural education and build skilled researchers in cutting-edge technologies through Ph.D. study. It funds Indian candidates pursuing doctorates at identified overseas institutions, and overseas candidates pursuing doctorates at leading Indian Agricultural Universities, aiming to build a pool of scientist-envoys who can drive international cooperation in agriculture and allied sciences. Awarded competitively — weighing academic merit, research proposal, and interview performance — the fellowship covers identified priority research areas and runs for 3 years, with no extension available under ICAR support.

Medical Fitness:
Selected fellows must arrange, and pay for, their own medical fitness test and medical insurance.
Payment of Fee:
Fellows themselves cover all fees the host institution charges, whether from the fellowship grant or their own funds.
IPR Issues:
Fellows must take proper steps to protect any Intellectual Property Rights arising during their stay at the host institution. The Council gets an appropriate share of patents/knowledge the fellow generates while on the programme, per the IP Management bulletin, and any other IP agreement the fellow enters into must likewise be shared appropriately with the Council. Any resulting publications must duly acknowledge the Council's support.
Completion Report:
Within 15 days of finishing the programme, both Indian and overseas fellows must submit a copy of their dissertation/thesis and a brief activity report, including any notable research contributions, to the Council.
Non-return of Indian Fellows to India:
Indian Fellows must return to India once their Ph.D. is complete; a fresh Indian Fellow offered a suitable ICAR-AU position must take it up. Failing to comply means the Council recovers the entire amount paid to the Fellow, plus a 10% overhead cost, from the Fellow or their surety -- and if that fails too, the Indian Embassy in the host country is alerted to take suitable action.

Candidates must have a clean record of good conduct throughout, certified by the Competent Authority of their last University, or their current employer if they're in-service. 4. At interview time, applicants must produce a letter of acceptance for admission to the relevant degree programme at the University. 5. In-service Indian candidates must also produce deputation approval from their respective Director of ICAR Institutes or Vice-Chancellor of Agricultural Universities. 6.
