Flexible Memorandum of Understanding (Flexi-MoU) Scheme

Quick Summary: The Flexi-MoU Scheme lets industries, PSUs, and Skill Universities design and run their own industry-aligned training programmes for at least 100 trainees a year, under a 10-year DGT MoU. Successful trainees earn an e-National Trade Certificate, with at least half guaranteed placement.

About Flexible Memorandum of Understanding (Flexi-MoU) Scheme

The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), runs the “Flexible Memorandum Of Understanding (Flexi-MOU) Scheme” to serve both industry and trainees, letting enterprises train candidates according to their own skill requirements. It gives trainees industry-aligned training with exposure to market demand and current technology. DGT implements the scheme jointly with Industrial Training Partners (ITPs) and Regional Directorates of Skill Development and Entrepreneurship (RDSDEs), following an Employer Skills model in which industries run in-house training using their own infrastructure and faculty. The scheme allows flexibility in course design, curriculum, trainee selection, and assessment based on industry needs, while ensuring structured training, e-National Trade Certificate (e-NTC) certification, and placement tracking. It also brings in reforms aligned with the Craftsmen Training Scheme (CTS) and examination systems.
