Scheme for Containing Population Decline of Small Minority Communities

Direct Benefit Transfer (DBT)
Quick Summary: The Jiyo Parsi scheme addresses the sharp decline in India's Parsi/Zoroastrian population — from 1,14,000 in 1941 to 57,264 in 2011 — through medical assistance, community health support, and advocacy. It covers infertility treatment up to ₹6,00,000, childbearing and post-natal care costs, plus monthly support for children and elderly dependents.

About Scheme for Containing Population Decline of Small Minority Communities

Census data shows the population of Parsis (Zoroastrians) — a notified minority under the National Commission of Minorities Act, 1992 — falling from 1,14,000 in 1941 to just 57,264 by 2011. To arrest and reverse this decline, the Ministry of Minority Affairs (MoMA) introduced the Jiyo Parsi scheme in September 2013. The scheme rests on three components: i) Medical Assistance — financial support for medical treatment under standard protocols; ii) Health of Community — financial support to Parsi couples for childcare and for dependent elderly members; and iii) Advocacy — raising awareness among marriageable-age youth and young couples about the community’s population decline, encouraging early diagnosis and treatment where needed.
