Pradhan Mantri Gram Sadak Yojana

Quick Summary: PMGSY has built over 6.8 lakh km of all-weather rural roads by connecting habitations that previously lacked reliable access. Habitation size thresholds determine eligibility, and funding is shared between the Centre and States depending on the region.

About Pradhan Mantri Gram Sadak Yojana

The Government of India launched Pradhan Mantri Gram Sadak Yojana (PMGSY-I) on 25th December 2000 to give all-weather road access to unconnected habitations of up to 500 people (per Census 2001) in plain areas, and 250 or more in Special Category States (the North East, Jammu and Kashmir, Himachal Pradesh, Uttarakhand), Desert Areas identified under the Desert Development Programme, and 88 Backward Districts flagged by the Ministry of Home Affairs/Planning Commission, as part of a broader poverty-reduction strategy.

By 8th December 2021, 6,80,040 km of road had been built under the scheme’s various components. PMGSY’s central aim is to lay durable, all-weather rural roads, with Panchayati Raj institutions and elected local representatives deciding which habitations get picked. Funding was fully Central up to 2015-16; since then, it has been split between Centre and State. In North-Eastern and Himalayan States (Jammu & Kashmir, Uttarakhand, Himachal Pradesh), the Union Government funds 90% of a project and the State 10%; elsewhere, the Union funds roughly 60%, with States covering the remaining 40%.

Some standout features of PMGSY include – Careful, decentralised road-building planning. Roads built to Indian Road Congress and Rural Roads Manual standards. A three-tier quality management system. Continuous, uninterrupted fund flow.
