National Livestock Mission: Establishment of State Semen Bank
About National Livestock Mission: Establishment of State Semen Bank
Since its Financial Year 2014-15 launch, the “National Livestock Mission” — run by the Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry and Dairying — has worked toward creating jobs, building entrepreneurship, and lifting per-animal productivity to raise output of meat, goat milk, eggs, and wool. Whatever surplus results, once domestic needs are met, can then boost export earnings. At heart, NLM is about growing entrepreneurs who forge forward and backward linkages, bringing produce from the unorganised sector into the organised one.
“Establishment of State Semen Bank (Genetic Improvement of Sheep and Goat breeds)” sits within the “Sub-mission on Breed Development of Livestock and Poultry” under NLM, aiming to genetically improve sheep and goat breeds via selective breeding — propagating superior male germplasm through artificial insemination. Rolling out AI technology for goats using frozen semen calls for a state-level storage depot to keep supplying goat frozen semen onward to AI centres. Since the existing State Semen Bank already stores cattle and buffalo frozen semen, it can double as the goat semen bank too — hence this one-time assistance to strengthen it with the equipment and storage containers needed for goat frozen semen.

Screening of application by State Implementing Agency (SIA)
The SIA scrutinises the application and, where warranted, recommends the entrepreneur/eligible entity to scheduled banks or financial institutions like National Cooperative Development Corporation (NCDC) for the balance financing.
Loan sanction by Lender
Following SIA's recommendation, the bank or financial institution evaluates the project, pulling the application and documents from the portal, completing its internal diligent process, approving the loan, and uploading the sanction letter to the portal.
Recommendation from State Level Executive Committee (SLEC)
Once the lender sanctions the project, the SIA presents it to the SLEC, which recommends it to the Central Government (Department of Animal Husbandry & Dairying).
Approval of subsidy by DAHD
DAHD sanctions the subsidy and logs the approval on the portal.
Disbursement and release of subsidy
Once sanction-letter conditions are satisfied, the lender releases the loan amount to the beneficiary, while SIDBI channels the subsidy for approved projects to the relevant lending bank/financial institution, which then releases it to beneficiaries. Track Application Status You can check your application status from the "TRACK STATUS" tab available in the upper right corner of the portal Help and Support If you encounter any issues or have questions, visit the "Contact Us" page.
