National Apprenticeship Promotion Scheme-2
About National Apprenticeship Promotion Scheme-2
The Ministry of Skill Development and Entrepreneurship (MSDE) launched the National Apprenticeship Promotion Scheme (NAPS) on 19th August 2016 to give financial incentives to establishments engaging apprentices under the Apprentices Act, 1961. National Apprenticeship Promotion Scheme-2 (NAPS-2) promotes apprenticeship training nationally through partial stipend support to apprentices under the Act, capacity-building within the apprenticeship ecosystem, and advocacy support for stakeholders, while simplifying processes to make it easier for businesses to engage apprentices. A Central Sector Scheme (fully Central-funded), NAPS-2 sits under the umbrella “Skill India Programme“, with MSDE overseeing its regulation, management, and monitoring. Objectives of the NAPS-2 scheme:-
1. Build a skilled workforce for the economy through on-the-job experiential training. 1. Encourage establishments to take on apprentices by sharing part of their stipend cost. 1. Offer up-skilling opportunities for candidates who completed short-term skill training under various Central and State Government initiatives. 1. Encourage apprentice enrolment at small establishments, particularly MSMEs, and those in underserved areas such as aspirational districts and the North-East Region.
Anticipated outcome of the scheme:-
1. MSDE aims to train 46 lakh apprentices between FY2022-23 and FY2025-26. 1. The scheme envisages wider apprenticeship promotion in India and support for stakeholders to accelerate approved apprenticeship performance.
Other important key facts:-
1. To track and boost apprentice-to-employment conversion, apprentices completing training get quick registration on the National Career Service (NCS) portal of the Ministry of Labour and Employment. 1. To grow apprenticeship engagement in the expanding infrastructure sector, NAPS-2 links to flagship government infrastructure programmes via platforms like Gati Shakti. 1. NAPS-2 also takes up innovative models to preserve and upgrade apprenticeship systems in the informal economy, focused on craftsmen, artisans, and traditional skills.
