Mahatama Gandhi Bunkar Bima Yojana

Odisha
Quick Summary: Odisha's Mahatma Gandhi Bunkar Bima Yojana is run with LIC and insures handloom weavers aged 18-59 against natural death, accidental death and disability. Cover ranges from ₹60,000 to ₹1,50,000, and weavers' children get a ₹600 half-yearly scholarship.

About Mahatama Gandhi Bunkar Bima Yojana

In December 2003, the Government of India brought in the “Bunkar Bima Yojana” by merging the “Janshree Bima Yojana” with the Add-on Group Insurance Scheme, run jointly with the Life Insurance Corporation of India. From 2005-06 onwards, the Handlooms, Textiles & Handicrafts Department of the Government of Odisha has been implementing it under the new name “Mahatma Gandhi Bunkar Yojana“. The basic objective is:

1. giving handloom weavers wider insurance protection against natural and accidental death and against total or partial disability. 1. Since the Life Insurance Corporation of India runs the scheme, the insurance coverage is finalised by the handloom authority concerned in the state.

State Governments and the State Handloom Corporations/Apex/Primary Handloom Weavers Cooperative Societies/Unions/ Associations are to take an active part in implementation by encouraging handloom weavers to join through advertisements in print and other media. Premium Insurance Coverage: Each member’s total yearly premium of ₹ 330/- is split as follows:

1. GOI contribution: ₹ 150/- 1. Weavers’ contribution: ₹ 80/- 1. LIC’s contribution: ₹ 100/-

Operational Modalities:

1. Cover has to be renewed annually, and it continues only if the premium is paid on the renewal due date each year. 1. The beneficiary pays the premium to the Life Insurance Corporation of India just once for the full year. 1. Premiums already paid are not refundable. 1. As many renewals as possible are to be made every year. 1. Normally, cover begins only once the full premium, covering both the Government’s and the beneficiary’s shares, has been received. 1. If, in a rare case, the Government’s share is not yet available, the LIC will take the beneficiary’s share and start the cover accordingly. 1. The office of the State Director-in-charge of Handlooms & Textiles and its subordinate field offices act as Nodal agencies for implementing the scheme. 1. In every matter concerning the insurance cover, the Nodal agency represents the insured members and acts on their behalf. 1. To cover as many weavers as possible, LIC will liaise with State Directors In-charge of Handlooms on identifying beneficiaries and supplying forms, instructions etc.

Release of Funds:

1. Before funds are released, LIC and the State’s Authority In-charge of Handlooms jointly identify the weavers to be covered under the MGBBY. 1. The Central Government’s share of the premium goes straight to the LIC.

Monitoring And Evaluation:

1. State Governments monitor and evaluate the scheme’s progress and send quarterly physical and financial progress reports to the Development Commissioner for Handlooms.
