Janani Suraksha Yojana (JSY)
About Janani Suraksha Yojana (JSY)
Launched on 12th April 2025 by the Ministry of Health and Family Welfare, Government of India, the “Janani Suraksha Yojana” works to bring down maternal and neonatal deaths by encouraging institutional delivery among poor pregnant women and ensuring medical care through pregnancy, delivery, and the post-delivery period. It offers 100% centrally sponsored cash assistance bundled with delivery and post-delivery care, aimed at boosting institutional and safe deliveries for Below Poverty Line families, and covers up to ₹1,500/- per case toward hiring specialists for Caesarean sections or obstetric complications. Eligibility depends on the state category (Low Performing or High Performing State), BPL/SC/ST status, and whether delivery happens at a government health centre or accredited private institution. Applications go through antenatal care registration, usually facilitated by Accredited Social Health Activists or other link health workers.

Identification and Registration of Beneficiary
An ASHA, ANM, Anganwadi Worker, or other designated link worker identifies and registers the pregnant woman as a scheme beneficiary.
This should happen at least 20 to 24 weeks before the expected delivery date, so benefits and services reach her in time.
Maternal and Child Health Card Filling - Right…
Maternal and Child Health Card Filling
Right after registration, the ANM, ASHA, Anganwadi Worker, or equivalent link worker fills out a Maternal and Child Health card accurately.
Issued in duplicate — one copy for the mother, one kept by the link worker — this card forms a core part of JSY registration.
Antenatal Care Information and Planning - The link…
Antenatal Care Information and Planning
The link worker informs the applicant about the schedule for at least three antenatal check-ups and the required Tetanus Toxoid injections, and ensures these are delivered.
They also identify and communicate the referral health centre and the planned place and date of delivery.
The ASHA follows up on antenatal visits at Anganwadi Centres or Sub-centers to ensure the beneficiary attends.

Collection of Necessary Proofs/Certificates
Where the eligibility criteria require it, the ASHA/ANM/Anganwadi Worker/link worker helps the applicant gather BPL or other relevant certificates from the local Panchayat, local body, or Municipality.
This should be completed within two to four weeks of initial registration.
Submission for Verification and Fund Arrangement - The…
Submission for Verification and Fund Arrangement
The filled-out JSY card goes to the PHC's Medical Officer for verification. At the same time, transport or cash is arranged so the beneficiary can reach the health centre for delivery or in case of complications.
Adequate funds are also kept ready with the ANM, health worker, or ASHA for prompt benefit disbursement.
General Steps for Receiving the Benefits
Accessing Health Centre for Delivery - The pregnant…
Accessing Health Centre for Delivery
The pregnant woman, ideally accompanied by an ASHA or another link worker, goes to the pre-decided government or accredited private institution for delivery.
The ASHA is expected to stay with her until discharge.
Cash Benefit Disbursement at Institution - On arrival…
Cash Benefit Disbursement at Institution
On arrival and registration for delivery, the mother — and the ASHA, if applicable — should immediately receive their entitled cash benefit.
This is typically handled by the ANM or ASHA (or another link worker under the ANM's guidance).
For deliveries at accredited private institutions, the cash benefit reaches the mother via the ANM/ASHA/link worker channel.
Some hospitals use a voucher system, where an admission slip for delivery plus a voucher for the mother's package and transport assistance can be encashed at the hospital's cash counter at discharge.
Payments outside the seven-day window around delivery are treated as illegitimate and flagged for audit.
Postnatal Care and Immunization - The ASHA must…
Postnatal Care and Immunization
The ASHA must make a postnatal visit within seven days of delivery to check on the mother's health and get the newborn immunized, specifically for BCG.
This visit and immunization are required before the ASHA gets her second payment installment.
Sterilization Compensation (if applicable) If the mother or…
Sterilization Compensation (if applicable)
If the mother or her husband opts for voluntary sterilization right after delivery, the compensation under the existing Family Welfare scheme is paid directly to the mother at the hospital.
Application Deadlines:
Register for antenatal care in good time, ideally 20-24 weeks before the expected delivery date.
Home delivery cash benefits should be disbursed at the time of delivery or roughly 7 days before.
Payments outside the seven-day window around delivery draw audit objections.
Where to Apply
Registration and services run through government health centres — Sub-centers, PHCs, CHCs, First Referral Units, and District/State Hospitals — as well as accredited private institutions. ASHAs, ANMs, and Anganwadi Workers are the key community-level contacts for guidance.
Application Status Tracking
A list of JSY beneficiaries, showing the date cash was disbursed, must be displayed on notice boards at all Sub-centers, PHCs, CHCs, and District Hospitals, for transparency.
This list must be updated monthly.
Help & Support / Grievance Redressal
Every district must set up a dedicated grievance redressal cell under the District Project Management Unit.
This cell handles complaints about eligibility, the correct cash assistance amount, and delays in disbursement.
Details of this cell — the officer's name, postal address, and phone number — must be prominently displayed at all health centers and institutions.
