Review and Selection Methodology
Every application is checked by the designated Welfare Inspector, and only those found eligible go before the Selection Committee.
Selection is advertised in leading newspapers (one English daily and one regional language daily, such as Tamil, Telugu, or Malayalam).
Applicant Selection
Eligible applicants are chosen by seniority in age on a first-come-first-served basis.
If more than 50 applications come in during a year, selection may be by drawing lots in the presence of any three applicants.
Disbursement of Benefits
Applying for Central Subsidy
Once the licence is in hand, the applicant can apply under the Pradhan Mantri E-DRIVE (FAME-3) Scheme for a subsidy of up to ₹50,000/-.
Final Disbursement of State Subsidy
The remaining subsidy is paid depending on whether the vehicle has been bought.
Where the vehicle has already been purchased, the subsidy goes to the beneficiary's account on submission of the original invoice.
Where it has not, the applicant first pays the dealer 25% of the total cost, and the balance subsidy is then credited straight to the authorised dealer's account.
Monitoring and Compliance
The list of beneficiaries is uploaded to the Urban Development Housing portal to prevent double benefits from schemes run by other Departments.
The Registering Authority blocks any ownership transfer in the Transport Department's integrated software (VAHAN) for 5 years.
