Direct Benefit Transfer (DBT)
Odisha
Quick Summary: Odisha's Junior Merit Scholarship under e-medhabruti pays ₹3000/- per year to 10,000 meritorious Class XI & XII students with at least 60% in HSC and parental income up to ₹6.00 lakh. Selection is by merit, with boys and girls in a 50:50 ratio.

About Junior Merit (Class – 11 To 12)

The School & Mass Education Department, Government of Odisha, awards the “Junior Merit Scholarship” under the ‘e-medhabruti’ Scheme from the State budget. It helps meritorious Higher Secondary School students of Odisha, whose parental income is not above 6.00 lakhs, meet part of the cost of their higher studies. The award is for students studying in Class XI & XII at the State’s Higher Secondary Schools. Merit Criteria For Selection: Selection takes the following into account:

  • Whether the student meets the eligibility conditions set out in the scheme.
  • Online authentication/validation of the student’s records by the Principal of the Higher Secondary School/Institute concerned.
  • Final Merit/Selection lists are prepared from the validated students according to the percentage of marks scored in the HSC examination, proportionately based on the data. Students are picked in descending order of merit until the eligible scholarship quota is filled; so a student with 92% marks in the last examination ranks first, followed by one with 91%, and so on.
  • Where students tie on percentage under a given type of scholarship and some must be left out because the maximum quota is exceeded, parental income decides: the student with the lower parental income gets preference.
  • CBSE/ICSE grades given as CGPA (Grade points) are turned into a percentage using the formula percentage (%) = CGPA x 9.5.

Procedure for Disbursement: Sanction depends on the student meeting the prescribed eligibility criteria and on online-only validation/authentication by the Principal of the Higher Secondary School/ Institute concerned. The Directorate of Higher Secondary Education pays selected students only through DBT (Direct Benefit Transfer), into the beneficiaries’ bank accounts. Duration of Scholarship and its Renewal: The scholarship is available for the whole course, from Class XI to XII. Awards made through the State Scholarship Portal renew automatically, provided the student carries on into Class XII (2nd Year) and the institute completes online validation authentication. Cancellation of Scholarship: A sanctioned scholarship can be cancelled in these situations. 1. Where it turns out the scholarship was obtained using false statements/ fabricated documents. 2. Where the student stops studying, in which case payment ends from the following year.
