Dikri Development Scheme-DNH&DD

Direct Benefit Transfer (DBT)
Quick Summary: The Dikri Development Scheme of the UT of Dadra & Nagar Haveli & Daman & Diu buys an LIC Single Premium Endowment Plan (No. 917) worth ₹42,372/- for each of a couple's first two girl children. The girl can use the money for her welfare after turning 18.

About Dikri Development Scheme-DNH&DD

The Department of Health and Family Welfare, U.T. Administration of Dadra & Nagar Haveli & Daman & Diu, has introduced the “Dikri Development Scheme”, whose core goal is “Saving girls”. Under it, a sum inclusive of all taxes is placed with the Life Insurance Corporation of India under the Single Premium Endowment Plan (No. 917) in the girl child’s name, covering the couple’s first two living girl issues. The deposit stays in the girl’s name and she may use it for her welfare once she turns 18 years. To qualify, the delivery must take place at a Government / registered private hospital of the U.T. of Dadra & Nagar Haveli & Daman & Diu, and the application has to be filed within three months from the date of delivery. > Objectives

1. Improve the Sex Ratio at birth: The scheme’s vision is zero female foeticide across the districts of Dadra & Nagar Haveli & Daman & Diu. Towards this, the UT Administration deposits money in the girl child’s name that she can later put towards higher education or social commitments such as marriage. Measured against the whole country, the UT’s contribution is only a drop in the ocean, yet the Administration has taken up this noble cause to protect the girls of the territory and has kept the scheme running for over a decade now. The Sex Ratio stood at roughly 920 in DNH & 904 in Daman & Diu (Census 2011) and has since risen to 930 now (CRS), which is an achievement in itself. To hold this gain and push the ratio up to 950, the scheme is proposed to be continued in the coming years too. 1. Promote Institutional Deliveries: Since the scheme requires the birth to happen in an Institution/Hospital/Nursing Home, it naturally encourages Institutional Delivery, which has grown from 80% to 99% over the last 12 years. The scheme further targets bringing Maternal Mortality down to Zero and Infant Mortality to a single digit number. 1. Reduction in Maternal Mortality, Infant Mortality: One condition is that the mother’s age be 18 years complete; this helps avoid teenage pregnancies, supports healthy growth of mother and child & discourages early marriages. Premature births are observed to be low in the age group of 18 years. 1. Increased uptake of family planning services: Postponing pregnancy until the mother is 18 years helps prevent early pregnancy, which raises contraceptive use and in turn improves the Total Fertility Rate. Restricting benefits to only the first two girl children also helps keep families smaller.
