Pradhan Mantri Kaushal Vikas Yojana 4.0 – Recognition Of Prior Learning
About Pradhan Mantri Kaushal Vikas Yojana 4.0 – Recognition Of Prior Learning
Running from FY 2022 to FY 2026 as part of the Skill India Programme, the Pradhan Mantri Kaushal Vikas Yojana 4.0 – Recognition of Prior Learning (RPL) component — administered by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India — is designed to formally certify people who already have prior learning experience or skills, with a focus on upskilling and horizontal skilling at the same NSQF level, so they can walk away with industry-relevant skill certification. Candidates willing to be assessed and certified receive pre-screening, compulsory orientation/training, an assessment, a graded skill certificate, one year of accidental insurance cover, and a T-shirt. Execution rests with the National Skill Development Corporation (NSDC), MSDE’s implementing arm, working through Recognition of Prior Learning Project Implementing Agencies (RPL-PIAs), while NCVET-approved Awarding Bodies (ABs) and Assessment Agencies (AAs) handle assessment and certification.

Application Process
Registration happens first on the Skill India Digital (SID) platform or its dedicated mobile application; the applicant's profile is then verified through mobile-based OTP / eKYC, followed by a de-duplication check.
A PIA/trainer then counsels the applicant on topics such as an overview of MSDE, the Skill India programme, and RPL processes; eligibility for RPL certification; the available benefits and how to claim them; possible career progression, both vertical and horizontal; and employment opportunities. An Induction Video on RPL is also screened at this point.
Stage 1: The Awarding Body pre-screens the applicant through a thorough process to determine their existing level of prior learning, comprising Part 1 (gathering supporting documentation and evidence from the candidate) and Part 2 (assessing the candidate's existing knowledge). No fee is charged for this pre-screening.
Stage 2: Based on this, the candidate's experiential learning outcomes are classified as either equal to or above 70% of the qualification's learning outcomes, or below 70%.
Stage 3: The applicant then completes at least 30 hours of classroom orientation — either General Orientation (covering Employability Skills, Career Progression, avenues for formal education, etc.) or Orientation with NOS (covering NOS, Employability Skills, Career Progression, etc.) — with RPL lasting no more than 132 hours in total.
Stage 4: Awarding Bodies conduct the applicant's assessment, covering both Theory and Practical components equivalent to an STT assessment, with AEBAS-based attendance being compulsory.
Stage 5: Once the applicant clears the assessment with at least 70% marks, a graded (A/B) Skill Certificate and Marksheet is issued through DigiLocker, an email/phone download link, and the SID profile page.
