National Centre for Communication Security (NCCS) Research Associates Scheme

Quick Summary: NCCS engages Research Associates for a 2-year term (extendable by a year) to work on telecom security standards, ITSARs, and testing under the ComSeC Scheme, offering a consolidated pay of ₹75,000 per month posted at its Bengaluru office.

About National Centre for Communication Security (NCCS) Research Associates Scheme

The National Centre for Communication Security (NCCS) implements the ComSeC Scheme under MTCTE, covering the development of Indian Telecom Security Assurance Standards, recognition of security test labs, and security certification of telecom equipment and related processes. Given the growing telecom, network, and cyber threats worldwide and their risk to national security and citizens’ privacy, this mandate carries considerable weight. NCCS’s work strengthening India’s security-standardisation ecosystem is highly specialised and one of a kind, requiring engagement with multilateral bodies such as 3GPP, ITU, APT, IEEE, IETF, NIST, and ETSI, and other national and international standardisation organisations, to collaborate on and develop telecom security standards suited to India. It also builds expertise in emerging technologies and provides technical support and policy input to DoT so it can advise other ministries on Telecom Security matters. Positions

1. The number of positions on offer depends on current vacancies; refer to the RA Notification for details. 1. At no point can the total number of RAs at NCCS exceed 18. 1. NCCS reserves the right to leave any or all positions unfilled, at its discretion.

Period of engagement The initial engagement period is 2 years, extendable by one further year based on the Performance Appraisal Committee’s recommendation. Brief Description of Work and Responsibilities

1. RAs will mainly work on in-depth study, formulation, rollout, and assessment of various security standards – preparing ITSARs, preparing TSTPs, and evaluating programmes, projects, policies, test reports, and DUTs – across emerging ICT areas such as Telecom, Network and Cyber Security, 4G/5G Networks, Virtualisation Function and Operating Systems expertise, Cloud Security, Source Code Analysis, Cryptography, Internet of Things, Smart Networks, Artificial Intelligence, Machine Learning, new developments in Mobile Technologies, and any other field NCCS considers relevant. They will also help prepare contributions for international standardisation bodies such as ITU Study Groups, APT, IEEE, and IEC, and take part in work stemming from the ComSec Scheme and the National Digital Communication Policy (NDCP) – 2018. 1. Each RA will be attached to one of NCCS’s Divisions and expected to deliver high-quality work; depending on NCCS’s needs and the candidate’s skills, RAs may be rotated across divisions within NCCS.

Place of posting Postings are at NCCS, City Telephone Exchange, Sampangirama Nagar, Bengaluru 560027.
