Security Related Expenditure (Relief and Rehabilitation)
About Security Related Expenditure (Relief and Rehabilitation)
Introduced in 1989-90 by the Jammu and Kashmir Division of the Ministry of Home Affairs, the Security Related Expenditure (Relief and Rehabilitation) Scheme — known as “SRE (R&R)” — reimburses the State Government in full for its relief and rehabilitation spending on Kashmiri migrants uprooted from the Valley during the militancy years. Claims are settled in two parts: 60% upfront on receipt, and the remaining 40% once an audit report comes through. Its coverage spans relief for Kashmiri and Jammu migrants, expenditure under the PM’s package for their return and rehabilitation, relief to the next of kin of civilians and security personnel killed in militancy-related attacks, and rehabilitation of surrendered militants, among other measures. SRE (R&R) forms part of the broader Modernization of Police Forces (MPF) umbrella scheme, is entirely Centrally funded, and was designed to reimburse the State Government of J&K for the substantial relief and rehabilitation expenditure it incurred while maintaining peace amid a serious militancy situation.
