About Scheme of Financial Assistance to IHMs/FCIs/IITTM/ICI/NCHMCT/PSUs
Introduced by the Ministry of Tourism, Government of India, the “Scheme of Financial Assistance to IHMs/FCIs/IITTM/ICI/NCHMCT/PSUs” channels Central Financial Assistance into building up the country’s tourism, hospitality, and allied-sector infrastructure. Funding is made available for establishing brand-new Institutes of Hotel Management (IHMs), Food Craft Institutes (FCIs), and fresh Centres or branches of the Indian Institute of Tourism & Travel Management (IITTM), the Indian Culinary Institute (ICI), and the National Council for Hotel Management & Catering Technology (NCHMCT). Beyond new construction, the scheme also finances expansion, additions, structural alterations, and equipment replacement or upgradation at already-functioning institutions such as Central IHMs, IITTM Centres, NCHMCT, and ICI Centres.

Society Formation, Registration, and Land Commitment
Before the proposal can be entertained, the concerned Government — Central, State, or Union Territory — must set up the relevant society (IHM/FCI/SIHM) and get it registered under the Societies Registration Act, 1860.
At the same time, the State Government/Union Territory Administration must hand over the required developed, encumbrance-free land — generally at least five acres, though smaller in specific locations or institute types — and commit to basic utilities like electricity and water.

Detailed Project Report Submission
The State Government or Union Territory Administration then submits a Detailed Project Report to the Ministry of Tourism covering every aspect of the project — whether it is a new institute, an expansion, or an upgradation — following formats developed jointly with the NCHMCT.
This submission must include the land-transfer papers and, where relevant, an undertaking on academic-norm compliance.
Approval and Constitution of Monitoring Bodies - Once…
Approval and Constitution of Monitoring Bodies
Once the Ministry of Tourism sanctions the project, the society running the institution sets up a Project Construction Committee (PCC), constituted in consultation with the Ministry, to implement and monitor work on the ground.
A formal agreement is also drawn up with the Executing Agency — such as the CPWD/PWD or another Central/State agency — spelling out cost, timelines, and penalty clauses for delays.
