About Scheme of Assistance for the Prevention of Alcoholism & Substance (Drugs) Abuse and for Social Defence Services: General Grant-in-Aid Programme for Financial Assistance in the Field of Social Defence
Formed on 15th October 2008 by merging two Central Sector Schemes — the ‘Scheme for the Prevention of Alcoholism & Substance (Drugs) Abuse’ and the ‘General Grant-in-Aid Programme for Financial Assistance in the Field of Social Defence’ — this Ministry of Social Justice and Empowerment scheme raises awareness about the harms of alcoholism and substance abuse, while offering a full range of community-based services covering identification, motivation, counselling, de-addiction, aftercare, and rehabilitation aimed at whole-person recovery (WPR) for addicts.
Its sub-scheme, the “General Grant-in-Aid Programme for Financial Assistance in the Field of Social Defence”, addresses urgent needs within the Ministry’s mandate that its regular schemes can’t meet, and supports innovative/pilot initiatives for the welfare and empowerment of its target groups that fall outside those regular schemes. Voluntary and other eligible organizations can receive financial assistance covering up to 90% of approved expenditure; where an organization works in a relatively new area with limited voluntary or government effort but substantial need, the Government may cover up to 100% of the cost. > Illustrative Intervention Areas
1. Projects tackling relatively underserved but urgently needed problem areas. 1. Projects filling essential gaps in, and complementing, existing services to maximize impact. 1. Projects offering integrated services, where different components need not all come from one funding source. 1.
