Jammu and Kashmir, Ladakh
Quick Summary: This special scholarship funds 5,000 J&K and Ladakh students each year to pursue General Degree, Professional/Engineering, or Medical courses outside their home UTs, covering both academic fees and a maintenance allowance. It aims to widen access to quality higher education and expose students to life in the rest of India.

About Pradhan Mantri Uchchatar Shiksha Protsahan Yojana – Special Scholarship Scheme for Jammu & Kashmir and Ladakh

Background

On 18th August 2010, the Prime Minister set up an Expert Group to look at boosting employment opportunities for youth in the Union Territories of Jammu & Kashmir and Ladakh and to draw up a job plan spanning both public and private sectors. One of its key recommendations was offering 5000 fresh scholarships every year to encourage J&K and Ladakh youth to pursue higher studies outside these UTs — a proposal rooted in a human resource development strategy built around widening access to education to raise skill levels.

Objective

The scheme pays the academic fee (tuition and other admissible fees) and a maintenance allowance (covering hostel & mess fees, books, and other incidental costs) for students from J&K and Ladakh who, after clearing Class XII or an equivalent exam, gain admission — through AICTE’s counselling process, under the supernumerary quota the Government created — to Government colleges/institutions or other select institutions outside the UTs of J&K and Ladakh, excluding medical courses. Launched in 2011 and revised periodically to stay student-friendly, the scheme also aims to build the capacities of J&K and Ladakh youth so they can compete with peers in the national mainstream, exposing them to the culture, language, and livelihoods of other states and union territories, and furthering the spirit of ‘Ek Bharat Shrestha Bharat.’

SCOPE

The scheme offers 5000 fresh scholarships each year — 2070 for General Degree Courses, 2830 for Professional/Engineering courses, and 100 for Medical Courses. The Engineering and Medical Studies numbers stay flexible, within the overall ceiling of 5000 fresh scholarships a year, drawing on any savings from a shortfall in students opting for General Degree courses.
