3️⃣

Every required document must accompany the beneficiary's application form. Note: Where the property is jointly held or the ROR stands in the name of ancestors, the applicant must swear an affidavit before the Executive Magistrate containing the declaration/consent of the other shareholders or their legal heirs allowing the applicant to take up the project with govt. assistance. The applicant must also give a disclaimer agreeing to refund the subsidy to the Government if any party raises a complaint about a land dispute. Post-application Process: 1. Within 15 days, the block AFO visits the site, captures Geo-tagged photographs with GPS coordinates, checks the location on the Coastal Aquaculture Information System (COAST) mobile app/web portal built by ORSAC to confirm the land lies within the permissible coastal area, and forwards to the DFO, online/offline as applicable, the CAA registration survey form ( Annexure-VI ) and the technical feasibility report for new tank excavation ( Annexure-II ). 2. On getting all AFO reports, the District Fisheries Officer forwards the ROR details to the Divisional Forest Officer and the concerned Tahasildar for field verification, with clearance due within a maximum of one month. The application then goes for decision to the District Level Committee (DLC) for cases above 5 ha. Water Spread Area, or to the Sub Divisional Level Committee (SDLC) for cases up to 5 ha WSA, as per CAA norms, along with a recommendation for Registration to CAA, Chennai under notification no 834/FARD dt. 21.01.2023. 3. Chaired by the Sub Collector, the SDLC recommends eligible new cases for tank excavation and for further approval by the DLC, so that a go-ahead is issued only to eligible cases. 4. If the reports of the Divisional Forest Officer and concerned Tahasildar are delayed, the DFO may still put the matter before the DLC/SDLC using the COAST app/web portal findings and the AFO's field verification, so that the Chairperson of the committee can decide without delay. 5. Eligible applications are then placed by the District Fisheries Officer before the District Level Committee (DLC) for approval and for the in-principle issue of a conditional Go-ahead ( Annexure-III ), based on the SDLC/DLC recommendation to CAA, Chennai. 6. Throughout project implementation, the block AFO provides periodic guidance to the farmers. 7. In keeping with the Go Sugam procedure, the AFO takes Geo-tagged photographs of the project with the beneficiary before, during, and after excavation. 8. As soon as possible after completion, the beneficiary notifies the AFO online/offline and submits a self-declaration of completion along with the RI verification report. 9. The block AFO physically checks 100% of completed projects and sends the DFO a Utilization Certificate ( Annexure-IV ), bills and vouchers (GST wherever applicable), the CAA Registration certificate, and Geo-tagged photographs of the finished tank (showing the AFO, the beneficiary and the asset) so that the capital subsidy can be released. 10. The DFO fixes the share of projects each officer will inspect personally, and the Addl. F.O/AFO (HQ) separately verifies 25% of all completed projects at random. These checks must be done right after excavation and before stocking. (a. For this 25% of cases, subsidy is released only once the verification report of the DFO, Addl. F.0, and AFO (HQ), as applicable, is submitted.) 11. The proportionate capital subsidy is credited by the DFO to the beneficiary's account. 12. Once seed stocking is complete, the beneficiary submits input vouchers/bills and GST vouchers (wherever applicable), keeping the AFO informed. 13. The AFO physically verifies seed stocking, gathers all input vouchers/bills supporting the subsidy claim (GST vouchers wherever applicable) and sends the verification report to the DFO for release of the input subsidy. 14. On receiving the AFO's verification report, the DFO credits the proportionate input subsidy to the beneficiary's account. 15. The back-ended subsidy is paid into the beneficiary's Aadhaar-linked account through DBT / NEFT / RTGS. 16. District officials may raise their allotted target by up to 25% and may freely redistribute block targets according to demand (Lt. 883/FARD dt. 21.01.2023). 17. For Bank Finance cases only, the AFOs /DFOs should help the beneficiary obtain credit linkage with banks for loans as required. 18. Three months after the Go ahead is issued, DFOs review each project's progress and, where work has not begun, issue a one-month notice to start immediately. If there is still no progress a month after the notice, the go-ahead may be cancelled. DFOs may examine reasons for non-initiation on a case to case basis where justified (Except bank finance cases). Timeline of Implementation: 1. Once the beneficiary's application is received, the AFO completes field verification and forwards it with the documents to the DFO on the Go-Sugam portal within 15 days. 2. The DLC is to be convened by the DFO within 45 days of the application being received 3. Within 15 days of the DLC/SLDC recommendation& approval, as the case may be, the DFO issues the conditional Go-ahead. 4. Subsidy is released by the DFO within 15 days after all documents from the beneficiary and the UC from the AFO are received.

Ensure all required documents are ready before starting the application process.
