Loan based Scheme for Pay and Use Community Toilets
About Loan based Scheme for Pay and Use Community Toilets
The Ministry of Social Justice and Empowerment set up the Pay and Use Community Toilets Scheme to empower Safai Karamcharis and their dependents through sanitation-linked livelihoods. This Loan Based Scheme is run by the National Safai Karamcharis Finance and Development Corporation (NSKFDC), with loans reaching the target group through Channelizing Agencies (CAs) — State Channelizing Agencies (SCAs), Regional Rural Banks (RRBs), and Public Sector Banks (PSBs). Its main goal is to build entrepreneurship among Safai Karamcharis, manual scavengers, and their dependents by financing the setup of “pay and use” community toilets. Purpose:
1. To give households lacking toilet facilities, as well as the floating population at high-footfall public places like bus stands, railway stations, and markets, easy access to community latrines. 1. To keep these facilities properly maintained. 1. To do away with the need for manual scavenging.
Key Features:
1. Loan for Construction & Operation: Financial assistance covers building and running 10-seater community toilet units on a pay-and-use basis. 1. Maximum Loan Amount: Up to ₹25 lakh per unit. 1. Interest Rates: 4% per annum, reduced to 3% for women beneficiaries and 2.5% for timely repayment. 1. Repayment Period: Up to 10 years, with a 6-month moratorium on principal repayment included.
