About AICTE- Technical University Joint Training Programs for Librarians
AICTE’s Technical University Joint Training Programs for Librarians funds universities to train librarians, equipping them to work effectively within a knowledge-driven society.
Objectives: The programme aims to:
- Provide a dynamic, user-focused library and information service that strengthens teaching, learning, and research, while nurturing lifelong-learning habits and human development.
- Bring high-quality, scholarly information resources and services into the University through its Library.
Duration/Type/Participants: The AICTE-technical university programme runs as a five-day residential course with 25-30 participants.
Number of Programmes: The university conducts one such programme per financial year.
Training on Moral Values: At least one 3-hour session for librarians should cover Moral Values, Ethics, Behavioural Sciences, and Attitude.
Infrastructure: As a residential programme, the university needs the necessary infrastructure — a guest house, dining hall, and so on.
Role and Responsibilities of the Technical University:
- Run the joint training programme for librarians strictly per the scheme document.
- Jointly certify the programme with AICTE, issuing certificates only to participants who clear the mandatory end-of-programme test.
- Act as facilitator for the programme.
- Stay accountable for sanctioned finance/grants, following AICTE’s terms and conditions.
- Form a Project Monitoring Committee for effective implementation, with AICTE contributing a representative member.
- Submit a yearly report, a detailed expenditure statement, and a Utilization Certificate, in the prescribed format, within a month of each financial year’s close, audited by a certified Chartered Accountant firm — accounts stay open to AICTE inspection and Statutory Auditor review.
- Submit the required documents to AICTE after each training programme.

To qualify for AICTE- Technical University Joint Training Programs for Librarians, applicants must satisfy the following conditions:

Benefits Provided
AICTE- Technical University Joint Training Programs for Librarians provides the following benefits to eligible applicants:
A single training programme's total expenditure is capped at ₹3,00,000/- (or the actual amount spent), shared 50:50 between AICTE and the technical university.
AICTE:
Releases ₹1,50,000/- to the university, or the actual cost if lower, covering (i) TA/DA/honorarium for resource persons (honorarium capped at 20% of the programme's total expenditure), (ii) TA for outstation participants, and (iii) course material for participants.
Technical university:
Funds up to ₹1,50,000/- from its own resources, or the actual cost if lower, covering (i) boarding and lodging for participants, (ii) honorarium for the programme coordinator (capped at 1% of the programme's total expenditure), and (iii) working expenses (tea/coffee/stationery/certificates/printing, etc.).
