Advance Authorisation(AA)

Quick Summary: Advance Authorisation lets manufacturer and merchant exporters import inputs, fuel, and catalysts duty-free when these go into making an export product, provided they meet a minimum 15% value addition and fulfil their export obligation within 18 months.

About Advance Authorisation(AA)

Advance Authorisation Scheme: An Advance Authorisation lets exporters import inputs duty-free where those inputs get physically built into the export product, with reasonable allowance for wastage. Fuel, oil, and catalysts consumed during production of the export item may also qualify. Every Authorisation follows the policy and procedures in force on the date it’s issued.

Inputs are approved against a resultant product on one of these bases:

1. Standard Input Output Norms (SION) notified in the Handbook of Procedures, OR 1. Self-declaration under paragraph 4.07 of the Handbook of Procedures, OR 1. Applicant-specific norms fixed in advance by the Norms Committee under para 4.06, OR 1. The Self Ratification Scheme under para 4.06 of the foreign trade policy.

How much input quantity is allowed for a given product depends on norms set for that specific export item, factoring in manufacturing wastage. DGFT publishes a sector-wise SION list exporters can draw on, or exporters may instead request their own ad-hoc norms if SION doesn’t fit their case.

Advance Authorisation is available to manufacturer exporters, or merchant exporters linked to a supporting manufacturer. Imported inputs are exempted from duties such as Basic Customs Duty, Additional Customs Duty, Education Cess, Anti-dumping Duty, Safeguard Duty, Transition Product-Specific Safeguard Duty, Integrated Tax, and Compensation Cess, wherever applicable, subject to conditions. Items that can be imported duty-free under the scheme:

  • Inputs physically built into the export product, with normal wastage allowance.
  • Fuel, oil, and catalysts consumed to produce the export item.

Advance Authorisation for Spices:

Duty-free import of Chapter-9 spices under the ITC (HS) is allowed only for crushing, grinding, sterilisation, or oil/oleoresin manufacturing — not for simple cleaning, grading, or repacking.
