Vikaas-Day Care Scheme For Person with Disability Children
About Vikaas-Day Care Scheme For Person with Disability Children
Vikaas is a day-care scheme run by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, Government of India, mainly to widen the opportunities available to persons with disabilities once they turn 10, helping them build interpersonal and vocational skills as they move into higher age groups. The Registered Organisation (RO) running the centre also offers caregiving support to the Person with Disability (PwD) while they’re at the Vikaas centre, and gives family members of PwDs covered under the National Trust Act some daytime relief to attend to other responsibilities.

How to Apply
Online Application
Applicants can apply for Vikaas-Day Care Scheme For Person with Disability Children through the online application process outlined below.
Application Process
Registered Organisations (ROs) Enrolment (first approval) Process: This process sets out the steps for enrolling a Vikaas Centre for the first time, along with the information and documents needed at each step and applicable timelines. STEP 1. The NGO registered with National Trust logs in to the National Trust website. STEP 2. The application form is available online on the National Trust website and must be submitted online only. The application fee for enrolment in the Vikaas scheme is INR 1000/-. STEP 3. Once National Trust receives the application form and documents, it verifies them; if further information is needed from the RO, the RO generally gets 15 days from the date of intimation to submit it. Documents related to the physical verification of the RO and proposed Vikaas Centre can be submitted either at the time of enrolment on the National Trust website, or after the online form is submitted. If the RO misses this deadline, it gets 15 days from the notification date to submit these documents. STEP 4. The final decision on the application/proposal follows completion of all necessary formalities. Based on the physical verification report, applications meeting the scheme's criteria are approved; any discrepancy is communicated to the RO. STEP 5. National Trust communicates with the RO within 45 days of receiving the application. For an online form, the receipt point is the date and time the form and all required documents were submitted; where information is missing, National Trust must inform the RO within 10 days of receiving the online submission. STEP 6. If the hard copy of the form and other documents aren't received within 15 days of the online receipt point, National Trust sends the RO a communication within 10 days of that deadline (i.e., within 25 days of the receipt point). STEP 7. Enrolment is completed, a scheme ID is created for the RO, and this is communicated to the RO. STEP 8. National Trust also hands the RO a starter kit/Vikaas handbook detailing the scheme. STEP 9. National Trust begins disbursing funds to cover the RO's setup cost. Enrolment of PwD at the Vikaas Centre: STEP 1. The PwD visits the centre with the required proofs. STEP 2. The Vikaas Centre runs an Individual Assessment Test with a Therapist/Counsellor. For a child aged 10-14: If the child can attend school, parents receive guidance and counselling on general care, special or regular school options, and other National Trust schemes available for the child. Parents wishing to send the child to a regular or special school, rather than the Vikaas Centre, may exit the process here. If parents want the child at the Vikaas Centre (whether or not alongside school) even though the child could attend school, or if the Assessment Test finds the child unfit for regular classes, proceed to Step 4. STEP 3. If the PwD is above 14, proceed to the steps below. STEP 4. When enrolling a PwD at the Vikaas Centre, National Trust checks whether the child qualifies for LIG or BPL funding. STEP 5. Parents/guardians must bring the Enrolment Form with originals and photocopies of the listed documents; each PwD's documents and records are kept in a separate file. STEP 6. Once all submitted documents are verified successfully, the PwD is enrolled at the Vikaas Centre, and the parents/guardians receive a confirmation Enrolment ID card/receipt along with a starter kit; Vikaas representatives share further details on the centre's schedule, start date, and rules. STEP 7. Vikaas representatives also brief the beneficiary in detail on the Niramaya health insurance scheme, if not already availed, and can help register the beneficiary under Niramaya if interested.
