About SVAMITVA Yojana (Survey of Villages and Mapping with Improvised Technology in Village Areas)

SVAMITVA is a Central Sector scheme run by the Ministry of Panchayati Raj that uses drone-based mapping of land parcels to give rural household owners a formal ‘Record of Rights’, issued as legal ownership documents such as Property Cards or Title Deeds. > Objectives

  • Build accurate land records to aid rural planning and cut down property disputes.
  • Give rural citizens financial stability by letting them use their property as an asset to secure loans and other financial benefits.
  • Enable determination of property tax, which flows directly to Gram Panchayats where devolved, or otherwise adds to the State exchequer.
  • Set up survey infrastructure and GIS maps that any government department can draw upon.
  • Support the drafting of a better Gram Panchayat Development Plan (GPDP) using these GIS maps.

The scheme marks a reformative step towards clear property ownership in rural inhabited (Abadi) areas, mapping land parcels via drone technology and issuing ‘Record of Rights’ in the form of legal ownership cards (Property Cards/Title Deeds) to household owners. Around 6.62 lakh villages across the country are to be eventually covered under the scheme, with the entire exercise expected to be spread over five years.
