Financial Assistance For Development Of Buddhist/Tibetan Arts And Culture
About Financial Assistance For Development Of Buddhist/Tibetan Arts And Culture
The Ministry of Culture, Government of India, set up “Financial Assistance for Development of Buddhist/Tibetan Arts and Culture” to fund voluntary Buddhist/Tibetan organizations — including monasteries — engaged in propagating and scientifically advancing Buddhist/Tibetan culture, tradition, and related research.
- Grants are awarded once the Expert Advisory Committee has appraised applications and made its recommendations, followed by administrative approval and financial concurrence from the competent authorities within the Ministry of Culture.
- The Joint Secretary In-Charge is the competent authority for releasing funds up to ₹30.00 lakh, acting on the Expert Advisory Committee’s recommendation and after consulting the IFD in each case.
- Grants are disbursed in two equal installments, with the first normally released once the project is approved.
- The second installment follows receipt of a duly audited statement of accounts (certified by a Chartered Accountant) showing how the entire grant plus the grantee’s/concerned State/UT Government’s share was used, along with other required documents.
- Release of the remaining grant amount depends on actual expenditure incurred on the project, capped at the maximum limit.
- Grants for repairing, restoring, or renovating Buddhist heritage buildings require an Archaeological Survey of India certificate, with an appropriate ASI officer from the concerned office/Circle involved in the work. Applications will not be considered while a previous grant/Utilisation Certificate under this scheme remains outstanding.
Mode of Payment: All payments are made electronically. Special Provision: The Expert Advisory Committee (EAC) may recommend or reject any proposal, whether or not it carries a State Government/UT administration/Local Administration recommendation, and may recommend amounts above the usual ceiling — up to ₹1.00 crore under this scheme. For proposals of exceptional merit where the EAC feels the ₹30.00 lakh ceiling would be inadequate, the amount may be raised with the Minister (Culture)’s approval and AS&FA, Ministry of Culture’s concurrence, provided the EAC gives detailed justification for exceeding ₹30.00 lakh. Inspection & Monitoring: Ministry officials inspect at least 5% of cases annually, supplemented by autonomous institutions such as the Central University of Tibetan Studies (Sarnath), Nava Nalanda Mahavihara (Nalanda), Central Institute of Buddhist Studies (Leh), and the ZCCs. The concerned State Government/UT Administration and District Collector/Deputy Commissioner also monitor these grants. Penalties in case of misutilization of grant: Members of the organization’s executive body are personally liable for recovering misused grants. Organizations found misusing funds, submitting fake registration certificates, etc., will also be blacklisted, and any immovable assets created from Government grants will be taken over by the local administration as directed by the Ministry.
