Establishment of Regional Semen Production Laboratory and Semen Bank for sheep and goat
About Establishment of Regional Semen Production Laboratory and Semen Bank for sheep and goat
The Department of Animal Husbandry & Dairying, under the Ministry of Fisheries, Animal Husbandry and Dairying, rolled out the National Livestock Mission in Financial Year 2014-15 with the goal of generating employment, fostering entrepreneurship, and lifting per-animal productivity so as to boost output of meat, goat milk, eggs, and wool. Surplus output beyond domestic requirements is expected to strengthen export earnings. The Mission’s underlying idea is to nurture entrepreneurs who can build forward and backward linkages connecting produce from the unorganized sector with the organized sector.
“Establishment of Regional Semen Production Laboratory and Semen Bank for Sheep and Goat (Genetic Improvement of Sheep and Goat Breeds)” forms part of the “Sub-mission on Breed Development of Livestock and Poultry” under the National Livestock Mission. This component pursues the following goals:
- Improving the genetics of indigenous descript sheep/goat breeds through selective breeding
- Genetically upgrading non-descript sheep/goat breeds by cross-breeding them with genetically superior rams or bucks to raise productivity
- Curbing negative selection and inbreeding in sheep and goat populations by spreading superior male germplasm through artificial insemination and other advanced assisted reproductive techniques
The Central Government extends support toward setting up a frozen semen production laboratory for goats and a liquid semen production laboratory for sheep at a strategically chosen regional site, so that semen from elite animals can be supplied to nearby states within that region. Setting up such a Regional Semen Station depends on an Expression of Interest submitted by states within the region that are capable of producing and supplying semen to other states there. The regional station will also function as a regional semen bank for frozen goat semen. Semen laboratories must follow the Minimum Standard Protocols for semen processing while drafting their project proposals, and the semen produced will be supplied onward to neighbouring states.

Screening of application by State Implementing Agency (SIA)
The SIA reviews the submitted application and forwards recommended entrepreneurs/eligible entities so they can secure the remaining project financing from scheduled banks or financial institutions such as the National Cooperative Development Corporation (NCDC).
Loan sanction by Lender
Once SIA has recommended the project, a bank or financial institution takes it up for financing. The lender retrieves the application and its documents from the portal, approves the loan after reviewing the project and documents and completing its internal due diligence, and then uploads the sanction letter to the portal.
Recommendation from State Level Executive Committee (SLEC)
After the bank or financial institution sanctions the project, the SIA places it before the SLEC, which recommends the application onward to the Central Government (Department of Animal Husbandry & Dairying).
Approval of subsidy by DAHD
DAHD approves the subsidy and marks the approval on the portal.
Disbursement and release of subsidy
Once the conditions in the sanction letter are met, the lender disburses the loan amount to the beneficiary; the subsidy for approved projects is routed through the Small Industries Development Bank of India (SIDBI) to the lending bank or financial institution, which then releases it to beneficiaries. Track Application Status Applicants can check their application status via the "TRACK STATUS" tab in the upper right corner of the portal.
